Phillip Mitchell, a 15-year-old Gary Comer College Prep student, was an “introvert” known for his good humor and even better outfits, doing Double Dutch dance at his family’s church and rapping, his main passion, according to his mom. He was fatally shot Wednesday afternoon.
Troopers responded about 5:15 p.m. to a reported shooting on I-94 between 79th and 83rd Streets, Illinois State Police said.
