Ald. Matt Martin (47th) wants to start small, with a public financing program confined to candidates for City Council. That limits the cost to roughly $10 million over four years.
The week-long process begins Monday, when hopefuls can start turning in to Chicago election officials the minimum 1,000 signatures needed from residents who support their candidacy in one of 10 districts. The races will shape up by the June 24 deadline.

The document includes 675 gang factions department members are forbidden from joining – but no hate or extremist groups. A police spokesperson indicated such groups will be identified on a case-by-case basis.
