The city offers longer days and year-round care for families who meet certain income thresholds but many of the programs are under-enrolled.
"It's an incredible event," Bowman said. "It's been two chaotic races with the weather, but it's been a super-fun event and really meaningful to be able to win."
She had a 37-year run at Mother McAuley Liberal Arts High School in Mount Greenwood, where she led the theater program, eventually going on to create the 99th Street Summer Theatre Festival, a children's summer camp and other programming.
