António Guterres, the ’s secretary-general, has warned that Russia’s war on Ukraine could cause a global food crisis by blocking Ukraine’s grain exports. On July 22nd in Istanbul, Mr Guterres and Turkey’s president, Recep Tayyip Erdogan, brokered a deal to let those exports resume. The next morning Russian missiles hit Odessa, Ukraine’s biggest port. Vladimir Putin had “[spat] in the face” of Messrs Guterres and Erdogan, said Oleg Nikolenko, a Ukrainian spokesman.
